أدان وزراء خارجية جمهورية مصر العربية، والمملكة الأردنية الهاشمية، ودولة الإمارات العربية المتحدة، وجمهورية إندونيسيا، وجمهورية باكستان الإسلامية، والجمهورية التركية، والمملكة العربية السعودية، ودولة قطر، ورفضوا بأشدّ العبارات، القيودَ المستمرّةَ التي تفرضها إسرائيل على حرية العبادة للمسلمين والمسيحيين في القدس المحتلة، بما في ذلك منع المصلين المسلمين من الوصول إلى المسجد الأقصى المبارك/ الحرم القدسي الشريف، ومنع بطريرك اللاتين في القدس وحارس الأراضي المقدسة من دخول كنيسة القيامة لإقامة قدّاس أحد الشعانين. وجدّدوا إدانتهم ورفضهم لأيّ محاولات إسرائيلية لتغيير الوضع التاريخي والقانوني القائم في الأماكن المقدسة الإسلامية والمسيحية في القدس.

تشكّل هذه الإجراءات الإسرائيلية المستمرة انتهاكًا صارخًا للقانون الدولي، بما في ذلك القانون الدولي الإنساني، فضلًا عن خرقها للوضع التاريخي والقانوني القائم، وتمثّل تعديًا على الحق غير المقيّد في الوصول إلى أماكن العبادة.

وأكّد الوزراء رفضهم المطلق للإجراءات الإسرائيلية غير القانونية والتقييدية ضدّ المسلمين والمسيحيين في القدس، بما في ذلك منع المسيحيين من الوصول الحرّ إلى كنيسة القيامة لأداء شعائرهم الدينية. وشدّدوا على ضرورة احترام الوضع التاريخي والقانوني القائم في القدس والأماكن المقدسة الإسلامية والمسيحية فيها، مؤكّدين مجدّدًا أن لا سيادة لإسرائيل، بصفتها القوة القائمة بالاحتلال، على القدس المحتلة، ومبرزين الحاجة إلى وقف جميع الإجراءات التي تعيق وصول المصلين إلى أماكن عبادتهم في القدس.

وجدّد الوزراء إدانتهم لاستمرار إسرائيل في إغلاق أبواب المسجد الأقصى المبارك/ الحرم القدسي الشريف أمام المصلين لمدة ٣٠ يومًا متتالية، بما في ذلك خلال شهر رمضان المبارك، وفرض القيود على حرية العبادة، وهو ما يشكّل انتهاكًا خطيرًا للقانون الدولي والوضع التاريخي والقانوني القائم، والتزامات إسرائيل بصفتها القوة القائمة بالاحتلال. وحذّروا من مخاطر هذه الإجراءات التصعيدية على السلم والأمن الإقليميين والدوليين.

وأكّد الوزراء مجدّدًا أنّ المسجد الأقصى المبارك بكامل مساحته البالغة ١٤٤ دونمًا هو مكان عبادة خالص للمسلمين، وأنّ إدارة أوقاف القدس وشؤون المسجد الأقصى التابعة لوزارة الأوقاف والشؤون والمقدسات الإسلامية الأردنية هي الجهة القانونية صاحبة الاختصاص الحصري بإدارة شؤون الحرم القدسي الشريف، وتنظيم الدخول إليه.

ودعا الوزراء إسرائيل، بصفتها القوة القائمة بالاحتلال، بالتوقف عن إغلاق أبواب المسجد الأقصى المبارك/ الحرم القدسي الشريف فورًا، وإزالة القيود المفروضة على الوصول إلى البلدة القديمة في القدس، والامتناع عن عرقلة وصول المصلين المسلمين إلى المسجد. كما دعوا المجتمع الدولي إلى اتّخاذ موقف حازم يُلزم إسرائيل بوقف انتهاكاتها المستمرة وممارساتها غير القانونية بحق المقدسات الإسلامية والمسيحية في القدس، وكذلك انتهاكاتها لحرمة هذه الأماكن المقدسة.

The Foreign Ministers of the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, the Kingdom of Saudi Arabia, the State of Qatar, condemned, in the strongest terms, and reject the continued restrictions imposed by Israel on the freedom of worship for Muslims and Christians in occupied Jerusalem, including the prevention of Muslim worshippers from accessing Al-Aqsa Mosque / Al-Haram Al-Sharif, and the prevention of the Latin Patriarch of Jerusalem and the Custos of the Holy Land from entering the Church of the Holy Sepulchre to celebrate the Palm Sunday Mass.

They renewed their condemnation and rejection of any Israeli attempts to alter the existing legal and historical status quo at Muslim and Christian holy sites in Jerusalem.

These continued Israeli measures constitute a flagrant violation of international law, including international humanitarian law, as well as of the existing legal and historical status quo, and represent an infringement on the unrestricted right of access to places of worship.

The Ministers affirmed their absolute rejection of the illegal and restrictive Israeli measures against Muslims and Christians in Jerusalem, including preventing Christians from freely accessing the Church of the Holy Sepulchre to perform their religious rites. They stressed the necessity of respecting the existing legal and historical status quo in Jerusalem and its Muslim and Christian holy sites, reiterating that Israel, as the occupying Power, holds no sovereignty over occupied Jerusalem, and underscoring the need to halt all measures that impede worshippers’ access to their places of worship in Jerusalem.

The Ministers renewed their condemnation of Israel’s continued closure of the gates of Al-Aqsa Mosque / Al-Haram Al-Sharif to worshippers for 30 consecutive days including during the holy month of Ramadan, and the restriction of freedom of worship, which constitutes a serious violation of international law, the existing legal and historical status quo, and Israel’s obligations as the occupying Power. They warned of the dangers of these escalatory measures to regional and international peace and security.

The Ministers reiterated that the entire area of Al-Aqsa Mosque/ Al-Haram Al-Sharif, amounting to 144 dunams, is a place of worship exclusively for Muslims, and that the Jerusalem Endowments and Al-Aqsa Mosque Affairs Department, affiliated with the Jordanian Ministry of Awqaf and Islamic Affairs, is the legal entity with exclusive jurisdiction to administer the affairs of the blessed Al-Aqsa Mosque / Al-Haram Al-Sharif and regulate entry thereto.

The Ministers called on Israel, as the occupying Power, to immediately cease the closure of the gates of Al-Aqsa Mosque/ Al-Haram Al-Sharif, remove access restrictions in the Old City of Jerusalem, and refrain from obstructing Muslim worshippers’ access to the mosque. They also called on the international community to adopt a firm position that compels Israel to halt its ongoing violations and illegal practices against Islamic and Christian holy sites in Jerusalem, as well as its violations of the sanctity of these holy places.
